Welcome to Afrosai-E Performance Audit

Performance audit is the audit of economy, efficiency and effectiveness and it is one of the six imperatives of AFROSAI-E. This site is one of the methods we will use to promote the development of performance audit in the region. It will have an archive of performance audit reports from our member SAIs and contain information on courses and training material.

The purpose with the site is also to enhance distance learning through a special discussion forum for members of our SAIs.

Five reports nominated for the Prize

Five reports have been nominated for the prize of the Swedish National Audit Office for the best performance audit report in the AFROSAI-E region 2011. The AFROSAI-E Secretariat has concluded that all nominated reports meet the formal requirements and have handed over the reports to the review team appointed by the Swedish National Audit Office. The Secretariat takes no part in assessing the quality of the reports. The nominated reports come from Ethiopia, Lesotho, Swaziland, Tanzania and Uganda. The winning report will be announced at AFROSAI-E’s Governing Board meeting in April 2012.

Two New Performance Audit Guides

At the Technical Update 23 – 25 November 2011 AFROSAI-E launched to new guides for performance audit in the region. With the assistance from the Swedish National Audit Office a guideline on performance audit on public procurement has been developed.The purpose is to encourage SAIs to do performance audits of public procurement and provide assistance for such audits.

The second guide presented deals with performance audit of government response to environmental problems. The guide has been developed by Louis Heunis in the AFRSOAI-E Secretariat. The purpose of the guide is to make it easier for SAIs to identify relevant environmental audit topics for performance audits and to provide links to INTOSAI materials on environmental audit and to reports produced in the region.

A new 3-module course for performance auditors

A 3-module course for performance auditors will take place in South Africa.

The 3-modules will take place the following date:

  • Basic module (20 – 24 June, 2011)
  • Pre-study module (26 September – 7 October, 2011)
  • Main-study module (12 – 16 March, 2012).

Member SAIs are invited to nominate at least 2 participants to participate in the course.

Participants are expected to attend all three modules and it is not possible just to attend one. To qualify to attend the pre-study module, participants should write a pre-study and to qualify to attend the main-study module participants should write a main study report. It is expected that those reports also will be finalised and tabled by the SAIs according to the SAIs tabling procedures. Time estimated for the pre-study work at their home SAI is 2 months full time and for the main study 4 months full time.
