AFROSAI-E Quality Assurance Handbook

 

Overview

For Supreme Audit Institutions to deliver their mandate effectively, it is important to ensure that the work undertaken by them is carried out in a competent and professional manner, and meets quality standards. The AFROSAI-E has considered quality assurance as a key driver in the development of institutional and professional capacity in the SAIs of the region. As part of this development effort many interventions have taken place in the region, including the development of Quality Control models, audit manuals and creation of a pool of regional quality assurance reviewers.

 Considerable work in this area has also taken place in other INTOSAI regions like the ASOSAI and EUROSAI. With a view to take the Quality Assurance initiative forward in the AFROSAI-E and the other INTOSAI regions, the IDI and the AFROSAI-E cooperated to develop a Quality Assurance Handbook.

We are pleased to present the final results of our endeavour for your consideration and use. The handbook is tailored to provide practical guidance to quality reviewers working with quality assurance at the SAIs and regional level. More importantly it provides guidance to SAIs in setting up or strengthening their quality assurance function. The handbook is the result of the efforts of a project team consisting of six regional experts.

The handbook is a living document. It will be updated periodically to keep abreast with the developments in the area of quality assurance. It will also grow with the feedback we receive from you. We hope the SAIs and the regional reviewers will use this handbook to enhance their quality assurance function.
